What VI-PAR means
VI-PAR is the ecosystem's veteran-outcomes framework — four domains that every funded program reports against.
Impact
Did the veteran's situation actually change? Benefits secured, housing stabilized, homes purchased, businesses launched, tributes preserved — counted outcomes, not activities.
Planning
Is there a documented plan behind each case? Stabilization plans completed, action-plan milestones met, case cadence held — the discipline that separates help from hope.
Access
Are rural veterans actually reaching services? Veterans reached per parish, referrals routed and completed, time-to-submission on claims, navigation difficulty reduced.
Resilience
Does the gain hold? Homelessness risk reduced, legal-readiness documents in place, survivor pathways activated, homeowners supported after closing by the VEST/HELP teams.
Programs report on a fixed cadence: monthly engagement and workflow completion, quarterly cohort outcomes and partner-performance audits, and an annual impact report aligned to VI-PAR domains and funder requirements. RV3 attaches this cadence to every dollar it deploys.

Reading the Numbers Honestly
What the pilot metrics are — and are not
The figures above — 312 veterans reached, 184 referrals completed, across 4 regions and 8 coordinated programs — are pilot demonstration data: the operating picture from the ecosystem's pilot phase, presented in demo view on the dashboard. We label them that way on purpose.
A referral "completed" in our counting is not a phone number handed over. It is a routed connection with releases and documentation in order, tracked to the receiving provider. That is a higher bar, and it is the bar the VAPE Network's compliance safeguards require.
As programs move from pilot to scale — Eagle's Nest cohorts closing on homes, bootcamp classes graduating, deployment seasons completing — this page and the dashboard will carry audited cohort outcomes: percentage of participants who purchase homes, time-to-purchase, cost per successful outcome, claim-readiness rates, and survivor benefit-uptake timeliness. Those are the program plans' own declared success measures, and we intend to be held to them.
The KPIs our plans commit to
- Eagle's Nest: credit-score gains, savings built, certifications earned, % who purchase or relocate, time to purchase, cost per success.
- VAPE Network: checklist completion, evidence sufficiency, time-to-submission; stabilization-plan completion; will/POA completion; survivor intake-to-routing time.
- Bootcamps: deliverable completion, graduation readiness scores, ventures formed by lane, 90-day sprint milestones met.
- M-TOC: veterans reached per deployment, referrals routed within 10 business days, referrals to legal/health/financial completed, satisfaction indicators.

Pilot and demonstration figures are always marked as such — here, on the dashboard, and in every deck a sponsor or funder sees. Credibility is a non-renewable resource.
Publish the annual impact report
An annual, VI-PAR-aligned impact report covering funds raised, funds deployed by program area, and outcomes achieved — available to every donor, not only institutional funders.
Report failures alongside wins
The ecosystem's innovation method (build–pilot–scale, test and iterate) assumes some experiments underperform. When they do, we say so, publish what we learned, and show what changed.
Keep the money legible
Restricted funds stay restricted; allocations follow documented need; and the path from your gift to a program outcome is traceable on request. See the ecosystem page for how a dollar travels.
